But here is the procedure
Yes you have to write application to your cheif warden( with your timing that how you want to spent ) and for your security purpose you have to call your parents
While you are going outside they mark your attendance

People who stay in hostels are definitely allowed to go out and chill but definitely it depends on college. There is not much procedure to follow , you will just have to inform your respected hostel in charge and probably write in the entry diary where you're heading to , when and when you will come back. However every hostel has certain timings by which every student must come back.
