Dear Mukul, National Institutional Ranking Framework has been accepted by the Ministry of Human Resource Development, Government of India. It has been running successfully since 2015. The methodology that NIRF uses to rank Colleges includes parameters like

Teaching
Learning
Reources
Research and Professional practises
Graduation outcomes
Outreach and inclusivity
Perception

The data is collected from the Institutions after certifying it to be correct. Not just stopping there NIRF validates the data from other reliable sources.
