Mobile phones are not allowed in some degree college hostels of tirupati such as SV defence academy & emeralds degree college they even have study hours from 5pm to 10pm for all students

As you have not mentioned any specified institution and the kind of degree which you want to pursue. Assuming that you are pursuing btech degree (for reference, it could be any other degree too), nowadays mobile phones are the basic necessities of our daily life and in any college in hostels you will be definitely allowed to keep your mobile phone as every information of the college ia generally updated or provided to you through mail or message or text on WhatsApp group. So yes, you are allowed to keep phone in hostels.
