Yes Part time ME and Full time ME would be conducted together, for admission of ME you should register youself at https://cir.annauniv.edu/pg/register.php
and then login with your credentials and then apply for counselling, the last day to apply is by 22nd July 2019.

Hi Sumit,Thanks for your reply.The link you provided seems to applicable for NRI students. I am Indian student. I scored 48.174(Normalized Mark) in TANCET exam. And I want to join Part Time ME in Anna University.Can you please confirm, whether above answer applicable to me. If not can you please explain the actual process and counselling process for 2019-20 academic year.Thanks.
