Dear Aspirant,
It's not like that.
Cutoffs are little bit change every year.
Cutoff depends upon the several factors like

No of candidates sitting in the exam
Difficulty level of the question paper
Total number of seats in that particular branch

So every year there is a slight change in cutoff of each branch.
