Well I would like to tell you that just like undergraduate, state quota counseling is organised by respective states to fill up the 50% state quota seats and the remaining 50% seats are under the All india quota and this is applicable to government colleges. Deemed universities also have their admission through both state counseling as well as All india counseling. In states only domiciled students can get admission in government medical colleges.
