Which place are you talking about exactly? In any case, phones are always allowed inside the hostel. There might be some restrictions on entry and exit time,however there is never a restriction on carrying or possessing mobile phones. Even if the place doesn't allow one, there would most definitely be a common telephone you can use to contact your parents when required.

Yes, why not. We are living in the Technology laden world and in fact everything is dependent upon Technology, be it calling or working. It is also on the basic human Rights which no one snatch from you (Until and Unless your college is in J&K, where still 2G network is there).

So, don't worry at all you will be allowed to have your own Phone and anything you want until and unless it is not harming anyone or it is not some prohibited substances.
