As my income certificate was not there with me it is the hostel, I was at home due to lock down and it seems that college will not be opening until guidelines are given from govt new certificate is also not issuing due to covid-19.please suggest me what to do.

see you did not mention the exam name for which the certificate is needed, if you have scanned copy that might come useful, unless you need to request the exam control authority relating your problem, also you may connect with the issuing authority to check if e certificate criteria is available or not.
