Your question seems incomplete as you haven't mentioned any exam or courses name. Although I visited your profile suggest that you are medicine aspirant so you must be talking about neet counseling and State with low fees.

So I'm mentioning some states name which have low mbbs fees compartively to other state and also allows other students to participate in private colleges counselling.

Kerala, karnatka, chattisgarh, Madhya Pradesh, tripura are state with low private colleges fees as compared to other state. In these states fees are below 10lakh/annum or something around this only.

Sone other state also allows other state candidate but fees are High these are state like Uttar Pradesh,bihar, rajashthan etc.

So if you want college with low fees then try to score as good marks as you can. The more the marks the lesser fees college you will get. Usually Kerala and chattisgarh have fees around 7-8lakh/annum so you can go in this two states if you don't get govt college.
