Yes a Bihar domicile student can apply for government colleges in other states through the All India Quota (AIQ) (15% of seats ), which is open to all NEET qualified candidates regardless of domicile.However if you want to participate in a state's State Quota for getting a seat (85% of seats ), then you must hold a domicile certificate from that specific state providing their permanent residency there and cannot have one from multiple states.
So for the AIQ you are not restricted by domicile your NEET score and rank will be the important factors for securing a seat in any state.
As a Bihar domicile student you can only apply for state quota seats in Bihar, to get state quota seats in another state you must meet that state's specific domicile requirements and obtain a domicile certificate from that state
