Yes , a B.Tech student can pursue M.Lis . The eligibility criteria for this course is a minimum of 50-60 in aggregate in Bachelor's degree.

M.lis masters in library and information science is a 1year long professional degree course. That includes different topics including library management computer research methodology access and etc. They are different institutes which provides these course both on the basis of merit and admission test. colleges like, Delhi University lovely professional University, Mangalore University, osmania university, NIMS,IGNOU offers this course. However some colleges offers 2years course.
The on and average basic eligibility criteria is that one should have min 50 to 60% marks in their bachelor degree. Obviously a BTech holder can get into this course but during admission Bachelor of library science students will be preferred. Click on the link below to know more
