Can a candidate of Jharkhand will be able to apply for UPSEE or MH-CET ???

If you want admissions to the Govt colleges then domicile is required so you cannot apply for these seats. However 15% of the seats are available in private colleges through JEE Main or the state entrance exam. So if you are interested in applying for the private colleges, then you can.

If you are a domicile of Jharkhand, then better to appear for JEECE 2018 or JEE Main 2018 (where you have the admission chances in NITs, IIITs and CFTIs). Though from the perspective of applying and testing your skills in UPSEE 2018 or MHT CET 2018, however, you will not be eligible for admissions into the government colleges through these state level exams as 100% seats are offered to only the candidates domicile of the same state and not to the candidates from other states. But if you wish to seek admission in private institutes in UP and Mharashtra through UPSEE and MHT CET 2018, then you must take the test, as 15% seats of the total available in private colleges in these states are offered to candidates from other states who qualify these exams.
