Yes definitely any one can apply for jee mains and are eligible to give the exam,
It depends after the exam that whether your 12th percentage is sufficient or not for any particular college like it is 75% for josaa counselling, and that also not applicable this year due to corona pandemic.
Hence yes you can give the jee mains exam.
