Can a student below 30000 rank can get good college which has good placements and everything good!if yes then can I get the college list!

Your rank is good,u can get some private Engineering colleges for that but it will depend on your choice of branch
But chances should be average to get seat in top colleges. As you can take admission in NIT delhi is a new college with lesser branch and also a top Engineering college also in NSIT,DUT,IIITD in delhi.
