Dear Prabjat, no. Tamilnadu is a not an Open State. Which means holding UP Domicile, you cannot participate in their State Counselling. The Government Quota seats of Private Medical Colleges are filled through respective State Counsellings. Its not just with Tamilnadu. With an exception of Karnataka, you cannot participate in any State's Medical Counselling.
