Can all the students who got more than 80 persontile can get MYSY scholarship?

The terms laid out by the authorities per se to the MYSY scholarship states that all the students who have secured at least 80 percent or more are eligible to get the scholarship however only the top students will be selected meaning, if they have provisions to provide scholarship for 20 students and there are 30 students who secured more than or equal to 80 percent then only the top 20 students are to be selected for the scholarship.
