Ofcourse an engineer can attend and appear in the IAS UPSC Exam you can also take part in the State level exam

Any bachelor degree can applicable for civil service exam

Actually civil service exam is for hiring civil servants . There is no specialisation in any field not required.

Start reading news paper and read current affairs
First read ncert books

Consistence is very important

You can reach any thing
