No IAS officer cannot simultaneously work as an educationist because it is as per the terms of the service that you cannot do any other work and you should discharge your duties properly without devoting your time to any other for financial benefit. However from time to time many IAS officer in visit school from inspection and any other purposes that's a different part but for a monetary benefit you cannot do simultaneously both work.
