You may go for NIT Sringar, NIT Shillong, NIT Uttarakhand, NIT Mizoram, NIT Sikkim, NEHU SHILLONG, NIT Hamirpur, etc.
If you want colleges in cold places then opt for Northern side. The most coldest is definitely NIT Srinagar but the facilities are not upto the mark. The best one I feel will be NIT HAMIRPUR as I think.
