can anyone become judge from government college also

Yes, anyone can become a Judge in India if he or she fulfills the basic eligibility irrespective of the fact that he or she is from a government college or private college. Just that the college/university should be recognized under Bar Council of India.

One has to first meet the basic qualification requirement to be a judge i.e. to possess LL.B degree. Then the graduate has to compete for the State Judicial Services Examination held by different states accross India from time to time. These exams have three levels- preliminary examination, main examination and viva voce/ personal interview. The age limit for fresh law graduates varries from 21-35years according to the states' rules.
