After getting qualified in GATE, you are eligible for PHD.
But you should be eligible for the course you choose in PHD.

If you are choosing PHD in science your eligibility criteria will be like this,

• Masters degree in science with 60%
• Bachelor's degree in engineering/technology/design with 70%

and if you are going for PHD in engineering,

• Masters degree in engineering or related courses with 60%
• Bachelor's degree in related field with 70%

So,it varies from course to course you are willing to take in PHD.
