The legislation 'Man takes birth free but he is chained on all sides' was stated by Jean Jacques Rousseau. It means that when a child is born then it is free but gradually when the child grow him/her physical freedom which is their birthright is repressed. The modern states do nothing to secure the civil freedom for the sake of which we enter into civil society. The book 'The Social Contract' written by Rousseau started with this legislation. Rousseau also played an important role in the French Revolution.
