can i apply for 12th boards again from N.I.O.S board after passing from ISC ?

NIOS is mostly for the students who failed class 12th though you can get enrolled their but I don't think that's a good idea. Instead you can give improvement if you're not satisfied by your result else if you want to change your stream you can simply give exam from any other board for any private school.
