Can I apply for Tnea , being a resident of uttar pradesh?

Yes. Out of State Candidates also can apply for TNEA Counselling provided they fulfil the eligibility criteria. There are as many as 50 seats available for non Tamilnadu Students through TNEA Counselling. While filling the application form you should submit a certificate of permanent residence of the State you belong to. For being eligible for TNEA Cousnelling, you should have completed your 12th in Physics, Mathematics and Chemistry and secured a minimum aggregate of 50%. It is 45% if you belong to General Category and 40% if you belong to Reserved Categories.
