Yes you can as JEE is providing a chance to appear twice in a appear so you can appear for April exam no need to worry about that forms for April exam can be filled after 8 Feb 2019 don't miss this chance

Sorry for the JEE mains January is completed but the for the JEE mains April is open I mean for the April JEE mains you can apply from February 8th 2019
The exam will be April 6 to April 20th 2019

But I think 1st paper is for b.tech and 2nd for architecture one.

You can apply for JEE Mains which is to be scheduled in April.
The Registration will start from 8th February.
