can I apply NRI category in 2nd round for neet 2020? I have not applied in round 1 .when shall I submit NRI documents?

You will be eligible to participate for the 2nd round of NEET counselling only if you have completed your 1st round of counselling. Basically, Second round counselling is for upgradation. If a candidate does not get seat in first round counselling then have the chance of getting seat in the second round. Also, if a candidate go for the second round after getting a college in first round then they can get a better college than the first round.
So, if you omit 1st round of counselling then you won't be eligible for the next rounds.

The information that you provide has to match in all the documents that you provide. This includes your NEET admit card, score card, and registration form for counselling. If you have applied for NEET and given the exam under the NRI quota (for which you either need to be an NRI or have an NRI sponsor), yes, you can apply for the NRI category. If not, unfortunately you can not do so.
All the documents (including the NRI documents) are submitted at the time of counselling
If you have a doubt about getting a government seat, you can always apply for the management quota.
