Yeah you can because totally you have 3 attempts to write the JEE MAINS and total of 2 attempts in JEE Advance. So basically you have the opportunity to write the JEE MAINS in 2017 , 2018 and 2019. So next year you have the golden opportunity to write the IIT-JEE examination.

Yes definitely students in 12th appearing are allowed to sit for both attempts in 2019 that is January and april 2019.
Students must be in PCM category and from recognised Institute.
