You can definitely attend the NEET examination. Your caste certificate will however be eligible for all India counselling only. For state counselling(85% seats) in your domicile state if you want caste reservation you must have caste certificate of your domicile state. You can make a caste certificate in your domicile state before the state counselling starts.
