The answer to your query is yes. You can attend REAP and JOSAA counselling together as they both are separate counselling processes.
REAP only allows you to get admissions into the colleges affiliated to RTU on the basis of JEE Mains and class 12th boards.
JOSAA allows you to get admission into NITs (through JEE Mains rank), IIITs (through JEE Mains rank), GFTIs (through JEE Mains rank), IITs (through JEE Advanced rank) and several other institutes who accept JEE Mains and JEE Advanced rank.
