Hello aspirant
Last year there was an option to change category.
If anyone is unable to obtain their certificates from respective authorities then he/she have to give declaration form which was available in JOSAA website.
( You can check this in last year's JOSAA website)
Wait for this year, when counselling will be starting you will go to JOSAA official website and look for it.
