Whether you can change your college or not depends upon the course you're undertaking. It also depends on whether the University in which you're studying has such a provision or not.

For example: In B.A.M.S course, you can change your college within the same University in Maharashtra provided you have good grades in first year final exam along with a genuine reason to transfer.
