If you mean, OBC (NCL) with sufficient proof of your status. You will have to write a letter to the concerned authorities explaining your situation (on why the certificate was delayed).
Please do it as soon as possible. If there are issues, then you may approach the court to remedy the situation. If the seat is allotted to another person, you may not be able to get it retrospectively.
