Unfortunately this is not possible. You can't change your Category from OBC to EWS in State counselling especially since the result has already been declared. The merit list is prepared based on the category you choose during the time of filling your application form.
You would be required to submit the necessary documents during the counselling, failure to do so would result in either you being treated as a general category student or your seat getting cancelled. If you don't have the necessary documents for OBC then in the counselling form you should fill your category as general.
