can i change the college preference sequence in second round

If you talk about the JEE counselling process then it takes place in 6 to 7 rounds where as the NEET counselling process takes place in two to three rounds.

So talking about the general counselling process The Locked choices of the preferences options are provided to the candidate before the start of the counselling rounds, and he has to submit it and according to it he or she will be offered seats in the counselling rounds subsequently.

Hence, you cannot change the preference options after you have submitted your locked choices.
