Yes you can change the photo uploaded but only if NTA sends you a notification/ mail regarding re-upload of the photo.
But if NTA does not sends you any mail regarding the same, then it implies that the picture uploaded by you during registration meets the NTA guidelines and then you are not required to [also, you will not be able to] re-upload/ change the photo uploaded.
