Can I complete application form without filling the names of colleges I want to apply or can i fill it later?

You can add and edit preferences even after filling the complete form but before the deadline when the form needs to be submitted. After you cross the deadline, and you hadn't had filled any preferences then your form will not get submitted and you can edit the preferences before the deadline only.
