can i continue 2nd semester again?

Your question is absolutely unclear but I will try to answer it well.

Now, if you could not clear your 2nd semester exam, then you have to sit for the supplement exam in the 4th semester & for now you can carry on with the 3rd semester. If you have left the college while pursuing 2nd semester, then you need to take a re-admission in that college where you need to begin from the first, or you have to join some different college, but here you can't just begin from the 2nd semester.
