Hello Aditya,
You can attend the 2nd round directly. The second round is for the students who couldn't get a seat ion the 1st round and for those who missed the first round.
PS: Please don't skip the 2nd round.

Well, please follow the link belowhttps://www.comedk.org/wp-content/uploads/2019/06/COUNSELLING-PROCESS-DOC-pdf-F-15-JUNE.pdfIn the 1st and 2nd points of general instructions it says, the philosophy behind having 2 rounds of counselling is "all candidates can get an opportunity twice either to confirm the seat selected or to change their seat depending on the circumstances".Which can be interpreted as, if you were unable to make a selection in the first round, you can use the second round.

You can't be able to attend 2nd round counselling directly. First of all You need to attend 1st round counselling there after you can attend 2 nd round counselling.

note:- you can't Skipp first round counselling of any college.
