can i do btech cse in low graded clg? is this good?

If students score low marks in their HSC or in their JEE, they usually aim admission in some low graded colleges.  Choosing the same has several other factors also which includes the location of the institute, financial background etc.  The students who were been in some low graded college usually complains about the placement opportunities offered by the college and the quality of education provided.
