If you have passed your class 12th then you can give jee exams, just you have to pass your class 12th from a recognized board.
In JEE advanced you can give maximum up to two attempts and these two attempts are counted from your class 12th passing year.
That means you can give jee advanced exam in your class 12th passing year and the next consecutive year. And it also doesn't matter that whether you have given JEE advanced or not your attempt will be counted as over.
In Jee mains, you are given a maximum of three attempts, that is first attempt in your class 12th passing year, second attempt in the next consecutive year, and the third attempt - the alternate year of your class 12th passing year.
