Sorry to say you can participate in NEET counselling without laptop or PC. The website is so designed for the PC. So you can borrow someones PC or you can go to your nearest cafe to do so.

I am really sorry to say but you cannot apply for NEET counseling process through any android mobile phone.The interface is only designed to be used for laptop,Pc etc. So, i would suggest you to visit any nearby Internet cafe and you can apply through it.Many students don't have any personal laptop or desktop and they follow the same way.
