Hello,
Yes, you can fill both the forms at a time.ICAR is conducted at national level for admission in agriculture colleges.Whereas JCECE is a state board exam conducted for admission in agriculture college of Jharkhand state.Make sure you have domicile of Jharkhand before applying in JCECE.

ICAR and JCECE are two separate ,independent application forms, ICAR is a national level entrance exam for getting into agricultural college whereas JCECE is state level entrance exam , so yes you can fill both these application form.
Actually it's good to apply for more than one examination so that even if you fail to perform well in one exam you will still have a chance to perform good in the other examination.
