The year of passing 12th Board not at all matters for JEE exams. Only the percentage of 12th Board must be above 75% with subjects including Physics, Chemistry, Maths and English. If you fulfill this criteria, then you can definitely fill the application form for JEE 2023.
So, even if you have cleared your 12th Board in 2020 then also you are eligible for JEE 2023 .
