can i fill University form after 1 year of passing my class 12th??

You don’t need worry about your gap year, you can get the admission in  university. You need get few necessary documents ready to complete the formalities of admission.

As far as I know they will ask for a Gap Year affidavit or gap year certificate. Both the documents are slightly different from each other. If you were not doing anything during your gap year then you have to provide gap year affidavit or if were were doing any course of studying somewhere be it in private or government institute then you can provide the gap year certificate. In both documents you have to give a solid reason or justify your gap year.

Once you are done with the formalities, you can get the admission in University.

There are different rules of admission in different colleges and Universities of India for gap taking students. However most of the colleges and Universities provide admission to the students who have taken a gap of 1 year after passing their 12th class. For the purpose of taking admission the candidates have to issue a gap certificate and submit it in the college or university in which the candidate is taking admission.
