Hey there,

It depends on the admission system. In many counselling processes, reserved-category candidates can get seats using their category rank for reserved seats, but some exams allot seats strictly according to the overall/general merit rank.

Tell me your exam name, overall rank, category and category rank, and I can tell you whether your category rank will be considered for admission.
