Thanks for asking your query,I would suggest you to attend the josaa counseling because you have cleared your cutoff and your percentile is avg therefore predicting branch is not possible in this case.

I am sorry to tell you that you might not get any NIT for mechanical engineering if you scored 80 percentile in JEE Mains 2019 with a Common Rank List of 231631 and SC category rank of 12536 but there is still a chance if your state NIT has a lower cutoff for mechanical engineering .

Hi. You have a chance of getting admitted to an NIT fir mechanical engineering. You have a good chance of getting one of the new NITs like goa. Do register for the JoSAA counselling procedure. You have a good chance of getting into a government college as well.
