Can I get admission in state universities situated on other state where I don't stay?

Dear student,
The simple answer to your question is - YES.
If you are residing in one state, then definitely you can get admision in other state universities or colleges.
But if you talk about some state government colleges, then they have 100% reservation for their home state candidates only. But that doesn't means that every state government college has 100% domicile reservation.
But still, if you want to take admission in government or private universities, you can get that, by qualifying and becoming eligible for getting admission in that colleges.
Also you can easily study in private colleges in other state.
There is no such thumb rule that the student of one particular state only studies in his/her home state.
So, yes you can get admission in other state universities or colleges, even if you don't have their home state quota.
