Well,yes there are chances for you to get a government Medical College under State Qouta. For All India Qouta,the cutoff goes even higher at most place even if you belong to reserved category.
However,the cutoff changes every year depending upon the number of candidates appearing for the examination,the category of the candidates and the difficulty level of the examination. Having said that,you should be getting a government Medical College at your marks.
