Can i get any iit under 3416 rank under ews category..??

NO. According to EWS quota, 10% of the total seats are reserved for the economically weaker sections of the society. If going by this parameter the total seats in IITs are around 11000 then out of those ~1100 are reserved for EWS category, therefore, the safest rank for EWS student in around 1000-1200. Since your rank is beyond that, therefore, you will not be able to get admission in IITs this year.
However, if this was your first attempt I suggest you should take a drop year and prepare again. Give JEE-2020 and try to get your UR rank as much as your EWS is.
