can I get any NIT with 31950 as sc category rank with.cse??

You have less chances to get CSE branch in govt colleges you can try in private colleges. y
You can get good college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. most of the states have reservation for other state studnets in private colleges based on JEE Main score/rank. you need to apply separately for them.
